According to the story, the US Department of Transportation says that cost
is one of the contributing factors and further states that "There appears to
be no compelling technical or business case for upgrading to these new
Microsoft software products," in a memo that is still current and can be

The report also states that the FAA, the largest organization within the DOT
is looking into other alternatives like Linux and Google Apps.
